Veterans, service members and civilian patients can receive treatment and medical rehabilitation free of charge under the Medical Guarantees Programme, provided the service is covered by the relevant package and the facility has an NHSU contract for that package.
Key rule. Veteran status does not replace the standard patient pathway. Most planned services require an e-referral; free coverage depends on the facility’s NHSU contract and the specific service package.
1. Emergency
If life or health is at immediate risk, call 103 or go to the nearest emergency department. No e-referral is required in an emergency.
2. Planned treatment
- Contact your family or treating doctor.
- The doctor examines you and creates an e-referral for consultation, diagnostics, a procedure, hospitalisation or rehabilitation.
- Choose any facility in Ukraine with a valid NHSU contract for the needed package. Use the NHSU map or hotline 16-77.
- Confirm the appointment date, documents and whether the services are covered.
3. Medical rehabilitation
Rehabilitation can start after stabilisation and is delivered by a multidisciplinary team — not only massage or physiotherapy.
4. Psychological support
Veterans and their family members can seek support via a family doctor, providers listed by the Ministry of Veterans Affairs, or the veterans’ hotline 15-28. In life-threatening situations call 103.
5. Prosthetics and assistive devices
Prosthetics, orthoses, wheelchairs and other assistive devices are provided under a separate state procedure via the Social Portal, ASC or social protection office, with the right to choose a manufacturer.
6. Free dental care for eligible categories
At facilities with the relevant NHSU contract, eligible veterans and service members may receive planned dental treatment and prosthetics. The state pays the facility up to UAH 24,952 for treatment and up to UAH 34,966 for one prosthetic service — this is not a cash payment to the person.
7. Affordable Medicines
Get an e-prescription from an authorised doctor and collect the medicine at a pharmacy contracted for reimbursement. Not all prescribed medicines are free; check the current list.
8. If payment is demanded
Verify the facility’s NHSU package coverage, request an official paid-services list, refuse mandatory “charitable contributions” for guaranteed care, and escalate to the facility head, NHSU 16-77 or MoH hotline 0 800 505 201.
